Pt. Mugu Restroom Reno & Elevator Repair

Project Scope and Purpose

This was an 8(a) sole source design/build award to Martinez Construction.  Brokaw Design was our Designer of Record.  The scope of work was to perform a renovation of eight (8) restrooms, remove and install fire alarm systems within building PM351 and repair one (1) elevator within building PM3015 at Naval Base Ventura County (NBVC), Point Mugu.

Specific Work Details

The project included the upgrade of architectural, plumbing, HVAC, fire protection and electrical requirements.

Design included as-built plans for the existing restrooms and then preparation of plans for the renovation work.  The restrooms were upgraded to current ABA standards and the finishes were upgraded to meet current base standards.  The design also included new water heaters, upgrades to the fire sprinkler and alarm system and renovation of one office space adjacent to the restrooms.

The work included phasing the work in the existing occupied facility.  The facility needed a minimum of working restrooms for the occupants which Martinez augmented with temporary restroom facilities.  Renovation of four existing restrooms, turning one set of men’s and women’s restrooms into office space, working during the height of COVID-19 made this project exceptionally challenging. Not only were materials difficult to come by, but staffing was an issue as well. Finding people to work during this time was not easy. Keeping people working was a challenge.

Elevator work was included at a separate building.  For this work, the existing hydraulic elevator was not functioning properly and it was determined that the hydraulic piston and controls needed to be replaced.  Martinez worked with the elevator subcontractor to assess the current elevator, to test and abate contaminated soils below the pit and to then replace the hydraulic piston lift for the elevator.  Once installed, the control equipment was upgraded and commissioned to ensure proper operation of the elevator.
