Overview

Project Scope and Purpose

We were tasked with supporting Custom and Border Protection in their mission by providing inspection, maintenance and repair of tactical infrastructure in Western Arizona. The project consisted of inspections, maintenance and repairs to roadways, drainage repairs, vegetation control, and debris removal. The project’s locations consisted of three operational areas of Custom’s and Border Protection’s areas of responsibility in Western Arizona; Nogales, Sasabe, and Ajo. The work was remote and required extensive planning and logistical coordination. The work also required coordination between Martinez Construction Services and various stakeholders, such as Custom and Border Protection, National Park Service (Organ Pipe Cactus National Monument), US Fish and Wildlife (Buenos Aires National Wildlife Refuge and the Cabeza Prieta National Wildlife Refuge), private landowners and municipalities.

Specific Work Details

The design work included the surveying of roadways, recommending repair methods and materials, environmental coordination with stakeholders, and compliance with Best Management Practices. Roads were categorized for usage, type, materials, and verified for use by environmental and property easement verification. Roads were evaluated for proper drainage strategies and erosion concerns which greatly impact the longevity of repairs. 

The road maintenance and repairs consisted of inspection of the current tactical infrastructure inventory, their current state of repair and operability, and the verification of use of remote desert roads. The roads vary between well-graded gravel roads that have been stabilized with soil cement to two-track trails that were remote and required extreme equipment and experience to travel. Logistically, there were very large challenges to the remote nature of the work. The nearest sources of water, equipment, and materials could be several hours away from the project sites.

Work self-performed by Martinez Construction Services: project management, site supervision, site safety, material and equipment procurement, documentation, foremen, equipment operators, and general laborers. This included the inspections, maintenance and repairs to roadways, drainage repairs, vegetation control, and debris removal tasks.
